One little secret that can be found by shear luck. Find a cop walking
about the street to do it.
By placing yourself in front of the cop so that he walks into you, he
will prompt the player to stick his finger up at him as he walks past.

see the player telling him what he thinksr. You must get the cop to bump
into you. It will not work if the cop just passes you.
